The policy exchange have made a radical report where they have suggested that regeneration had failed in cities such as Liverpool and Sunderland. They have also said that the government’s 3 million new homes should be built in London, Oxford or Cambridge, moving a lot of people away down south.

The report also suggested the decline in shipping is leading these port cities into this situation.
